Savannah’s Efforts to Address Homelessness and Public Safety Concerns

Savannah, Georgia, renowned for its picturesque squares and historic charm, is actively addressing challenges related to homelessness and public safety that have become more visible in recent years.

Urban Camping Ordinance

In June 2025, the city enacted an urban camping ordinance prohibiting camping, storing personal property in public spaces, or obstructing sidewalks and traffic. This measure aims to balance public safety with compassion for individuals experiencing homelessness. Since its implementation, the city has issued 179 citations and made 15 arrests. Notably, 135 individuals have engaged with service providers, with approximately 30% entering shelters following contact with authorities. Encampments in the historic district have been reduced by about half since 2023.

Addressing Drug-Related Issues

Beyond homelessness, Savannah is confronting evolving drug threats, including increased methamphetamine and fentanyl trafficking through the region’s ports and transportation corridors. Authorities are intensifying efforts to combat these issues to ensure the safety and well-being of residents and visitors.

Community Engagement

City leaders, business owners, and tourism groups are collaborating to address these challenges. While some community members express concerns about the potential criminalization of homelessness, the city emphasizes that the urban camping ordinance is designed to enhance public safety without penalizing individuals for their housing status. Ongoing dialogue and community involvement remain crucial as Savannah works to preserve its historic beauty and ensure a safe environment for all.
